SLOBODA: Last Week in Belgrade and
Call for New Action


Whatever action can be made against
the attempted murder at The Hague, it
has to be done now!

After the Council of Republics, the
upper house of the Yugoslav Parliament
adopted The Declaration on Release of
Slobodan Milosevic to be Cured in
Yugoslavia (1), SLOBODA (Freedom)
supported by the patriotic parties and
organizations called on great peoples'
rally "Freedom for Slobo" on November
19, day of the official visit to
Belgrade of Kofi Annan, UN Secretary-General.

Despite the rally was called and
prepared within couple of days, around
10.000 people gathered in Belgrade
Republic Square. The speakers included
Professor Velko Valkanov (Bulgaria),
founder and Co-Chairman of the
International Committee to Defend
Slobodan Milosevic, Chairman of the
Bulgarian Committee for Human Rights
and of the Bulgarian Anti-Fascist
Union, long time MP and once
presidential candidate of Bulgarian Left,
Dr Vojislav Seselj, actual presidential
candidate of the re-united patriotic
opposition in Serbia, Filaret, the
Bishop of Milesheva, Kosta Bulatovic,
leader of Kosovo Serbs movement from
late 1980s, Dr Bosko Todorovic, writer
and retired general, participant of
1943 Sutjeska battle, Dr Ljubodrag Duci
Simonovic, famous basketball player
and leftist activist, Slavica Djukic
Dejanovic, University Professor of
Medicine from Kragujevac, Milutin Lujo
Danojlic, writer from Belgrade and
Nada Lazarevic, writer from Podgorica.

After the rally, the gathered people
demonstrated in Belgrade streets and
finished with new gathering in front
of the Federation Palace, surrounded by
strong police forces, where Kofi Annan
was holding talks with Kostunica,
Djindjic, Djukanovic and Covic.
Speakers demanded that UN Secretary General
receives delegation of the protest.
The delegation (Bogoljub Bjelica,
Chairman of Sloboda, Professor Velko
Valkanov, ICDSM Co-Chairman, Igor
Raicevic, Chairman of the Assembly of
Sloboda) was later invited to the
Palace and met by one of Kostunica's
advisers who informed them that Mr.
Annan and his associates have no time
to see them, but the UN Office in
Belgrade would receive their letter.
After this unsatisfactory answer, the
edge of the protest was redirected
against Yugoslav authorities with a
demand to fulfill their constitutional
obligation and act in concrete terms
in order to save life of President
Milosevic and secure his return to the
country. The protest ended with
reading of Open letter to Vojislav Kostunica
(2) and with announcement of further
protests.

The protest actions in Belgrade were
supported by the most distinguished
Serbian intellectuals (3), law
professors (4) and professors of medicine
(5), who, besides Sloboda, addressed
Kofi Annan with their appeals and
requested meetings. All these appeals
remained unanswered.

On the next day, November 20, the UN
Public Inquiries Department from New
York, returned to Sloboda, on behalf
of Kofi Annan, a general-type answer
(6) advising that concerns should
either come for consideration to UN bodies
from Yugoslav or some-other-country's
Permanent Representative to UN or be
solved by action of the UN High
Commissioner for Human Rights Sergio
Vieira de Mello (Brazil), based in Geneva.

Sloboda has immediately sent its
preliminary appeal (7) to the High
Commissioner. The Belgrade Forum has
been the second (8). The other subjects
and organizations from Yugoslavia will
follow, trying to wake up sleeping,
blinded or banned from action human
rights committees, agencies and
organizations.

Pressure on Belgrade regime will
continue. Pressure on main UN bodies -
Security Council (and its Permanent
Members in the first place), General
Assembly and Secretary-General, with
High Commissioner for Human Rights
added, as most responsible to prevent
a crime under UN auspices should also
continue.

LIFE OF PRESIDENT MILOSEVIC IS AT
STAKE DUE TO RUTHLESS MURDEROUS BEHAVIOR
OF CARLA DEL PONTE AND OTHER PROVEN
HAGUE SERVANTS OF NATO WAR CRIMINALS.

DURING THE NEXT WEEK (WEDNESDAY) THE
HAGUE TRIBUNAL WILL FINISH COLLECTION
OF THE ORDERED WRITTEN REPORTS OF THE
DUTCH MEDICAL SPECIALISTS ON THE
HEALTH OF PRESIDENT MILOSEVIC. DOCTORS
OF NO OTHER NATIONALITY HAVE NOT YET
BEEN PERMITTED TO SEE HIM. HIS KILLING
LIFE CONDITIONS REMAIN UNCHANGED.
UNDER MEDICATIONS, HE HAS BEEN PUSHED
AGAIN TO THE COURT ROOM TO FACE ONE OF
THE BEST BLACKMAILED WITNESSES SINCE
THE BEGINNING OF THE TRIAL.

ICDSM INTENDS TO SEND AN URGENT
MISSION TO THE HAGUE. THEY HAVE TO BE THERE
TO TRY TO PREVENT MANIPULATIONS AND TO
PREVENT THE DEATH PENALTY BEFORE THE
END OF THE TRIAL.

(1) DECLARATION OF THE UPPER HOUSE OF
THE YUGOSLAV PARLIAMENT

On the basis of Article 77 Para 1 and
Article 78 points 4 and 5 of the
Constitution of the FR Yugoslavia, the
Federal Parliament, in the session of
the Chamber of Republics on November
13, 2002, adopts the following

D E C L A R A T I O N
ON RELEASE OF SLOBODAN MILOSEVIC TO BE
CURED IN YUGOSLAVIA

1. The Chamber demands
from the Federal Government to perform
all necessary measures in order enable
Slobodan Milosevic to return to the
country for medical treatment;
2. The Chamber demands
from the Federal Government to submit
urgently appropriate guarantees to the
Hague Tribunal in order to make
possible defense of Slobodan Milosevic
from freedom after successfully
finished medical treatment;
3. The Chamber demands
from the Federal Government, in order
to secure the human rights of Slobodan
Milosevic, to make all measures on its
disposal for the protection of
Slobodan Milosevic as one suspected by
the Hague Tribunal;
4. This Declaration shall
be published in the "Official Gazette
of FRY".

(2) OPEN LETTER TO VOJISLAV KOSTUNICA

Mr. President,

On April 1, 2001, by your
presidential signature, you gave
guarantees that Slobodan Milosevic
will not appear before any other court,
except the court of his own country.
On June 28, 2001 he was taken from the
prison in Belgrade to the dungeon in
The Hague.
The next day, you have
stated that you didn't know about
that.
In our country everybody knew, the
whole World knew. Everybody, except
you.
If you really didn't know, then why,
when you finally knew, you haven't
raised your voice, used your
presidential authority, reacted as a
patriot?
Why haven't you publicly demanded that
your predecessor, for many years
President of our country and leader of
Serbian people, should return to his
own country?
But if you didn't know,
you should have knew that on June 28,
St. Vitus Day, the biggest holyday of
Serbian people, the greatest leader of
Serbian people, on shame of Serbian
people, had been taken to be judged by
the enemies of the Serbian people.
Today, at The Hague,
before the political court against the
Serbian people, he defends the Serbian
people as no man in the history of
Serbian people did. A defeated court
and invincible Slobodan Milosevic are
the reason why they decided that he
has to be killed. An outrageous crime is
taking place before the eyes of the
World.
We demand from you, that
on behalf of our nation, our people and
our history, demand his return to the
country, to get medical cure and to
conduct his defense as a free man. To
continue to prove from freedom what he
already proves from prison - that he
is a great man and that Serbian people
is a honorable people.
We demand from you to
appear before hundreds of thousands of
citizens of this country who stick to
Slobodan Milosevic and to tell them
why you haven't stick to your word.
By the delivery of Slobodan
Milosevic to the Hague tribunal, the
Constitution of this country has been
step on. You are the President of this
country and you are the one who uses
every opportunity to describe himself
as a legalist. We demand from you to
stick to the Constitution and to your
own legalist principles.
We demand from you to know
what you have to know, to keep your
word, to respect the Constitution of
the country you are a head of - we
demand from you to return to the
country for cure and for defense the
man whom we love and whom you should
respect.
We demand from you to act
as a dignified President and as a
honorable man. He has always been like
that. He is like that now. He would
never keep you at the place where this
regime sent him. If you don't help
him to be cured here and to live, we
will believe that it is because you are
afraid from him. That way you would
participate in the crime.
We who stick to him, will
fight for him - until victory, until
freedom!

Your excellency,

The
Organization of United Nations, which
you so competently preside, rests on the 1948
Universal Declaration of Human
Rights, which summarizes the entire
moral experience of humankind and all
basic achievements of civilized life.
One of its
first few articles formulates the right
to life for each person (Article 3)
and the right of the accused individual
to be considered innocent until his
guilt would be proved in a public
tribunal in which all guarantees for
his defense are fulfilled (Article 11).
Convinced that
you are firmly committed to the
universal realization of these
principles, believing that
it is one of established rules of
civilized life that no seriously ill
person would be prosecuted until his
health would be restored, we ask you,
your excellency, to use your great
influence and let Mr. Slobodan
Milosevic, former President of Yugoslavia,
whose health is seriously impaired and
his life in jeopardy, to undergo an
adequate treatment in one of Yugoslav
health institutions.

TO THE SECRETARY GENERAL OF THE UNITED
NATIONS ORGANIZATION
H.E. Kofi Annan

Your Excellency,

As Yugoslav University
Professors of medicine, of different
specializations, we feel an ethical
obligation to warn you that the state
of health of the former Yugoslav
President Mr. Slobodan Milosevic is
very serious and if no measure would be
undertaken, his life could be at
stake.
By the specialists'
medical examinations of Mr. Milosevic
made mid last year in Yugoslavia at the
Military Medical Academy, a hypertrophy
of the myocardial left coronary
chamber (so-called "coronary bridge")
was established, as well as suspected
angina pectoris.
The examinations made in
The Netherlands in July this year,
confirmed these conclusions and found
extreme hypertension.
The detention conditions
in which Slobodan Milosevic lives,
intensity of the process conducted
against him, hundreds of thousands of
pages submitted to him as evidence,
irregular meals, lack of being in fresh
air - all that seriously damages his
health and puts under the question
even his life.
We address to you, your
Excellency, with a request to use your
authority and make possible release of
Mr. Slobodan Milosevic for the
therapy in Yugoslavia.
We also ask you for a
reception, on behalf of numerous Yugoslav
medical experts, who already sent you
their common appeal, in order to
inform you in more detail about the
health condition of Mr. Milosevic and
to present to you further argumentation
for this request.

Your
Excellency,

The life of
the long time democratically elected
President of the Republic of Serbia
and of the Federal Republic of
Yugoslavia Mr. Slobodan Milosevic is
at stake. All the professional medical
reports confirm that.
Detention
conditions, rhythm of the process and
lack of medical care at ICTY directly
contradict to necessary life conditions
for a patient suffering from malignant
hypertension and ischemical
myocardiopathy (angina pectoris).
Heart attack, stroke or even sudden
death are imminent threat to President
Milosevic in his present conditions.
That requires urgent action to save a
human life.
Numerous
organizations and individuals from
Yugoslavia and other countries,
including many lawyers and medical doctors,
some of them members of Nobel Prize
winning organization International
Physicians for the Prevention of
Nuclear War, are sending their appeals
to the ICTY at The Hague and directly to
UN Organization, demanding that the
life of President Milosevic has to be
saved and accordingly, that he has to
be allowed to settle his health
condition in Yugoslavia under supervision
of the medical doctors who took care
about his health for years, to get
adequate time to prepare for the
continuation of the process in which he has
to be allowed to participate as a free
man, since he stated several times
that he has no intention to flee from
that battle.
The broadest
public and majority of the people in
Yugoslavia are extremely concerned.
Continuation of the process and lack
of appropriate decision by ICTY they
understand as an intention of the
politically motivated structure to
liquidate physically President Milosevic
after their total failure to prove the
fabricated charges against him.
Understanding for these popular
filings means responsibility for the
stability of our part of Europe and
the World. Recently, the Council of
Republics, the upper chamber of
Yugoslav Parliament adopted a declaration
demanding return of Slobodan Milosevic
to Yugoslavia for medical treatment
and his defense from freedom. You are
certainly aware that the Federal
Constitutional Court of Yugoslavia
declared the decrees which were basis
for abduction and surrender of President
Milosevic to ICTY unconstitutional and
illegal. Many lawyers and politicians
complain against the illegal and
biased character of ICTY, its systematic
practice of human rights violation
and its violation of the International
Covenant on Civil and Political
Rights and UN GA adopted Resolution on
the Principles of Medical Ethics and
Codex of Behavior of Persons
Responsible for the Application of Law
in this particular case.
Our
non-partisan, non-profit organization
"Sloboda (Freedom)" - Yugoslav Committee for
the Defense of Slobodan Milosevic is
considered as main organization to
protect human and civil rights of
President Milosevic. In that capacity
we have addressed to the UN Secretary
General Mr. Kofi Annan, during his
recent official visit to Belgrade, as
to the individual most responsible for
the protection of universal humanistic
principles on which the World
Organization is based and we have expressed
the unanimous demand of the Yugoslav
public and of thousands who gathered
on November 19 in Belgrade: Prevent a
crime under UN auspices! Save the life
of President Milosevic! Set him free to
get necessary cure and recovery in his
own country and to prepare to further
stand for the truth as a free man!
Same demands were sent to Mr. Annan by
number of most prominent Yugoslav
scholars, lawyers, physicians.
We are sending
now this appeal to you, Mr. Mello,
with a feeling that this may be one of
the last chances to establish justice
and to save a human life. Since there
is no body in UN system to control on
proper legal grounds the works of the
ICTY at The Hague, we believe that the
highest moral responsibility that your
office bears anyhow, is in this case
doubled. We also count that your
personal experience from successfully
finished UN missions in our region
will help you to act properly and
immediately in this urgent and
dramatic situation.

APPEAL FOR THE PROVISIONAL RELEASE
AND MEDICAL TREATMENT OF MR. SLOBODAN
MILOSEVIC

Done in Belgrade on November 7th 2002

The health of Mr. Slobodan Milosevic,
the former Yugoslav President, has
recently deteriorated to such an
extent that his life is in danger. We
appeal to all people of Europe, The
Americas and the whole world to support
and join us in our request for his
provisional release, which in turn
would allow for the proper medical
treatment.
The state of Mr. Milosevic`s health
has bean constantly deteriorating since
his imprisonment in Scheweningen. Just
before the present break in the
proceedings the Chamber of the
International Criminal Tribunal for the
Former Yugoslavia (ICTY) expressed the
view that the state of Mr.
Milosevic`s health is alarming. The
seven days long break in the proceedings
cannot solve the problem. We therefore
propose the break in the proceedings
until Mr. Milosevic is fully recovered
and his immediate provisional release.
We recall the UN General Assembly's
Resolution No. 3794 of 18 December 1982
which imposes an obligation on medical
doctors and other medical staff to
provide persons in prison or detention
with medical care of the same quality
and in accordance with same standards
like of those persons who are not
detaineed. We also recall Article 6 of
the UN General Assembly`s Codex
Relating to Behaviour of Persons
Responsible for Implementation of Law
of 17 December 1979, which imposes an
obligation on all courts to take adequate
steps for the protection of health of
persons under their jurisdiction.
It is well known to the Yugoslav and
world public that the conditions in
Scheweningen detention centre do not
meet the requirements of the quoted UN
documents and that Mr. Milosevic is
not accorded medical care that his state
of health requires. It is also well
known that the tempo of the trial is
merciless and amount of documents
delivered to Mr. Milosevic by the
prosecution is so overwhelming that
their reading necessitates efforts
impossible for any human being to
meet. All of this, coupled with the
lack of resting time, has lead to the
aggrevated state of his health.
For this reason we call upon the
President of the ICTY Mr. Claude Jorda
and the Presiding Judge May to order the
provisionaol release of Mr. Milosevic
and the break in the proceedings until
such time Mr. Milosevic is fully
recovered. He simply must receive
medical treatment in accordance with
the international standards, in
Yugoslavia, with the engagement of his
personal doctors.
The Yugoslav authorities have done
nothing so far to help the defence of
Mr. Slobodan Milosevic or to protect his
human rights. We remind the authorities
of Yugoslavia and Serbia that they
have the constitutional obligation to
provide their citizens abroad with all
the necessary protection. Other
states do protect their citizens and
their dignity. We therefore call upon
the Yugoslav and Serbian authorities
to fullfil their duty of protection in
respect of Mr. Slobodan Milosevic and
to officially request the UN Security
Council, human rights organizations
and the ICTY to take steps which will
lead to the provisional release of Mr.
Milosevic, as well as for the break
in the poroceedings until he is fully
recovered. We also call upon the FRY
and Serbian authorities to give all
necessary guarantees required for Mr.
Milosevic to receive medical care in
Yugoslavia from his personal doctors.
WE APPEAL to the UN General Assembly,
Security Council and all
non-governmental organizations in the
UN system, as well as to other NGO`s,
to support this humanitarian
initiative and thus contribute to the

Gospodine predsednice,

1. aprila 2001. godine Vi ste svojim predsednickim
potpisom garantovali da Slobodan Milosevic nece nikada biti na sudu
bilo koje zemlje, osim svoje. 28. juna 2001. je iz zatvora u Beogradu
odveden u hasku tamnicu.
Sutradan, Vi ste izjavili da to niste znali. Znali su svi
u zemlji, ceo svet. Svi, osim Vas. Ako zaista niste znali, zasto
niste, kada ste saznali, podigli svoj glas, upotrebili svoj
predsednicki autoritet, reagovali kao patriota? Zasto se niste javno
oglasili i trazili da se Vas prethodnik, dugogodisnji predsednik nase
zemlje i lider srpskog naroda, vrati u svoju zemlju?
A ako niste znali, trebalo je da znate da je 28. juna, na
Vidovdan, najveci praznik srpskog naroda, najveci lider srpskog
naroda, na sramotu srpskog naroda, odveden da mu sude neprijatelji
srpskog naroda.
Danas on u Hagu, na politickom sudu protiv srpskog naroda,
zastupa srpski narod kako to nije ni jedan covek u istoriji srpskog
naroda.
Porazen sud i nepobedivi Slobodan Milosevic razlog su zbog koga je
odluceno da on bude ubijen. Pred ocima celog sveta odvija se gnusni
zlocin.
Trazimo od Vas da u ime nase drzave, naseg naroda i nase
istorije trazite da se vrati u zemlju, leci i brani sa slobode. Da sa
slobode dokaze ono sto dokazuje iz zatvora - da je on veliki covek, a
srpski narod - castan narod.
Trazimo od Vas da izadjete pred stotine hiljada gradjana
ove zemlje koji su privrzeni Slobodanu Milosevicu i da im kazete zasto
niste odrzali rec.
Izrucivanjem Slobodana Milosevica haskom sudu pogazen je
Ustav nase zemlje. Vi ste Predsednik te zemlje i pri tom covek koji
istice u svakoj prilici da je legalista. Trazimo od Vas da se
pridrzavate Ustava i svojih legalistickih principa.
Trazimo od Vas da znate ono sto ste duzni da znate, da
drzite rec koju ste dali, da postujete Ustav zemlje na cijem se celu
nalazite - trazimo od Vas da vratite u zemlju da se u njoj leci i iz
nje brani, covek koga mi volimo, a Vi duzni da uvazavate.
Trazimo od Vas da se ponasate kao dostojanstven Predsednik
i castan covek. On je to uvek bio. On je to i sada. On Vas ne bi drzao
tamo gde je ova vlast poslala njega. Ako mu ne pomognete da se leci
ovde i zivi, verovacemo da to cinite zato sto ga se plasite. Time
ucestvujete u zlocinu.
A mi sto smo uz njega, boricemo se za njega - do pobede,
do slobode!

Za Slobu! - reakcije sveta pred beogradski miting

· Ogroman broj organizacija i pojedinaca iz citavog sveta
zasipaju ovih dana Tribunal u Hagu i kancelariju UN u
Njujorku protestima i apelima sa jedinstvenim zahtevom: da se
spase zivot predsednika Milosevica, da mu se omoguci lecenje
i oporavak u Jugoslaviji i odbrana sa slobode.<?xml:namespace

· Svoje poruke uputili su Medjunarodni komitet za odbranu
Slobodana Milosevica, ciji su kopredsednici profesor Velko
Vlkanov i Remzi Klark, predsednik Ruskog drustvenog
komiteta za odbranu Slobodana Milosevica, Aleksandar
Zinovjev, nacionalni komiteti iz Italije, Britanije, Ukrajine,
Nemacke, Francuske, Irske i drugih zemalja.

· U Apelu nemackih lekara, medju kojima su i clanovi
Organizacije "Lekari protiv nuklearnog rata", koja je dobila
Nobelovu nagradu za mir, istice se direktna odgovornost
celnika Tribunala za zivot predsednika Milosevica i podvlaci da
je njihovo dosadasnje ponasanje u potpunoj suprotnosti sa
vazecim dokumentima i rezolucijama UN. Jedino moguce
resenje, isticu nemacki lekari je da se prekine situacija koja
preti zivotu i zdravlju predsednika Milosevica, odnosno da on
bude oslobodjen kako bi dobio neophodno lecenje u Beogradu
od strane lekara koji godinama prate njegovo zdravstveno
stanje.

· Ocekuje se da ovih dana Drzavna duma Ruske Federacije
usvoji poseban apel sa istim zahtevom. Predlog je vec u
proceduri.

· Predsednik najvece partije u Rusiji, Komunisticke partije
Ruske Federacije i predsednik Narodno-patriotskog Saveza
Rusije Genadij Zjuganov u svom apelu koji su prenele sve
svetske agencije izmedju ostalog kaze:

"Postoje jasni zakljucci nezavisnih
medicinskih strucnjaka o tome da nastavak
procesa sa sadasnjim intenzitetom i
uskracivanje specijalisticke medicinske
pomoci Slobodanu Milosevicu moze dovesti
do najgoreg. Uprkos tome, NATO tribunal
uporno odbija da postupi po zahtevu lekara.
Haske "sudije" i "tuzioci" potpuno svesno zele
da izazovu smrt svog politickog zatvorenika.
A holandske vlasti nista ne preduzimaju da
sprece zlocin.

Komunisticka partija Ruske federacije i
Narodno-patriotski Savez Rusije najostrije
osudjuju neljudsko i suprotno svim
humanitarnim normama ponasanje tuzioca
Karle del Ponte i sudije Ricarda Meja.

Pozivamo predsednika Ruske federacije i
Ministarstvo inostranih poslova Rusije da
preduzme najenergicnije mere da bi se sprecio
obracun sa bivsim sefom prijateljske drzave.

Slobodan Milosevic je nevin i princip
presumpcije nevinosti mora biti postovan. On
mora biti oslobodjen. On mora da dobije
medicinsku pomoc u Jugoslaviji od lekara koji
su ga godinama lecili i mogucnost da se brani
od laznih optuzbi kao slobodan covek. "

· Poznati americki pisci i profesori Majkl Parenti, Kristijan
Parenti, Loren Kudli i Pegi Karp u svom obracanju
predsedniku Saveta bezbednosti UN isticu nehumane uslove u
kojima predsednika Milosevica drzi Tribunal koji sponzorisu i
finansiraju Sjedinjene Americke Drzave. NJegov tretman je
okrutan i neposten, isticu oni i zahtevaju da se ovo pitanje stavi
na dnevni red UN i zahteva da se kazneni i nepravedni "sud"
obaveze da omoguci lecenje na slobodi i fer tretman
predsednika Milosevica.

· U poruci ovom nasem mitingu koju smo malocas dobili,
sa potpisom Dzejn Keli, predsednice Irskog komiteta za
odbranu Slobodana Milosevica, istice se puna solidarnost i
poziva na neodlozno oslobodjenje predsednika Milosevica iz
laznog suda u Hagu. Irski komitet, kaze se dalje u poruci, je
posvecen borbi predsednika Milosevica za istinu, pravdu i mir i
nastoji da mobilise politicare i javnost Republike Irske protiv
zlocinackog tretmana predsednika Milosevica od strane
Haskog tribunala.

· U saopstenju za americku javnost koju je potpisao
potpredsednik Medjunarodnog akcionog centra iz Njujorka
Dzon Katalinoto istice se da je predsednik Milosevic uspeo da
sudjenje okrene protiv NATO-a, raskrinkavajuci zlocine SAD i
njihovih evropskih saveznika u razbijanju Jugoslavije,
bombardovanju civilne infrastrukture i ubijanju hiljada
jugoslovenskih civila. Zatim se detaljno opisuje tretman
predsednika Milosevica od strane Tribunala i pozivaju americki
gradjani da se odazovu na apele medjunarodnoj javnosti koje je
uputilo Udruzenje "Sloboda".

· Predsednik Svetske unije slobodnih mislilaca i predsednik
Nemackog Komiteta za odbranu Slobodana Milosevica Klaus
Hartman potpisao je apel upucen Tribunalu u kome se ukazuje
na sve oblike povreda Medjunarodnog pakta o gradjanskim i
politickim pravima i drugih dokumenata UN u tretmanu
predsednika Milosevica i zahteva njegovo lecenje u Jugoslaviji i
odbrana sa slobode.

· Centralni komitet Saveza komunisticke omladine Ruske
federacije izrazava najodlucniji protest protiv nastavljanja
sramnog sudjenja Slobodanu Milosevicu u Hagu, koje je vec
dozivelo propast, zahvaljujuci blistavoj odbrani Slobodana
Milosevica, koja je pokazala svu korumpiranost, niskost i
nekompetentnost ljudi, koji sebe u Hagu nazivaju sudijama, a
ciji je glavni cilj opravdavanje stvarnih zlocinaca - vojne
alijanse NATO i SAD. U svom ocajanju, isticu ruski
Komsomolci, Tribunal i njegovi gospodari odlucili su da deluju
po principu "nema coveka - nema problema", i da ugroze zivot
i zdravlje Slobodana Milosevica. Podsecajuci da je vec nekoliko
srpskih zatocenika umrlo u Hagu, oni pozivaju da se spreci
novo ubistvo koje se sprema i da se predsednik Milosevic
oslobodi.

· U apelu Britanske organizacije "Hriscani protiv NATO
agresije", koji je potpisao njen predsednik Vilijem Spring, a koji
je upucen UN i Haskom tribunalu istice se da postoje svi uslovi
da po engleskim zakonima sudiji Meju bude sudjeno zbog
zlocina torture. Savet bezbednosti mora biti svestan, podvlaci
Vilijem Spring da nije stvorio sud, nego novu inkviziciju, prvi
put posle XVI veka. Savet bezbednosti mora intervenisati da se
zaustavi ova opaka farsa, koja protivreci svim univerzalnim i
evropskim dokumentima o zastiti ljudskih prava. Ono sto se
najhitnije mora preduzeti jeste da se predsedniku Milosevicu
omoguci da bude na slobodi, kako bi mu se spasao zivot,
popravilo zdravlje i omogucili dostojni uslovi za
suprotstavljanje gomili laznih optuzbi.

· Ruske drustvene organizacije: Pokret "Stop NATO",
Komitet za zastitu politickih zatvorenika, Antiglobalisticki
otpor i "Radnicka Rusija" u svom obracanju Tribunalu u Hagu
isticu najvecu zabrinutost zbog ozbiljnog pogorsanja zdravlja
politickog zatvorenika predsednika Jugoslavije Slobodana
Milosevica. U situaciji kada Tuzilastvo nije uspelo da izvede ni
jedan dokaz protiv predsednika Milosevica, a umesto toga na
povrsinu su isplivali zlocini NATO i SAD protiv Jugoslavije,
tuzioci i sudije Haskog tribunala pokusavaju da fizicki uklone
heroja jugoslovenskog naroda Slobodana Milosevica koji je
uputio izazov neokolonijalizmu i nametanju svetske dominacije
"globalista". Oni i njihovi gospodari i ovog puta deluju pod
geslom "ko nije sa nama - bice unisten". Ne mozemo ostati
ravnodusni pred tim cinom ociglednog obracuna i zato
zahtevamo da Slobodan Milosevic neodlozno bude oslobodjen.

· Potpredsednici Medjunarodnog komiteta Dzered Izrael iz
SAD, Fulvio Grimaldi iz Italije, Kristofer Blek iz Kanade i Niko
Farkeviser iz Holandije u svom zajednickom obracanju
Tribunalu naglasavaju da su predsedniku Milosevicu, koji je
predvodio otpor NATO agresiji, i koji je na ilegalan nacin
doveden u Tribunal, uskracena najosnovnija ljudska prava.
Ovo se jedino moze objasniti izjavom koju je svojevremeno dao
Dzejmi Sej, da NATO kontrolise Tribunal. U njihovom
obracanju, Tribunal se upozorava na obavezu da odmah otkloni
sve zloupotrebe pre nego sto njegovo ponasanje dovede do toga
da predsednik Milosevic dozivi srcani napad ili mozdani udar.
Oni insistiraju da Tribunal omoguci lekarima iz Jugoslavije ili
nekom od poznatih svetskih medicinskih eksperata da proveri
zdravstveno stanje Predsednika, kako bi sto pre bila doneta
odluka o njegovom pustanju na slobodu. U interesu je istine i
citavog sveta da predsedniku Milosevicu zaista bude
omoguceno da do kraja raskrinka sve optuzbe protiv srpskog
naroda zasnovane na kampanji lazi. To ce moci da ucini jedino
kao slobodan covek, posle lecenja, oporavka i odgovarajucih
priprema u svojoj zemlji, uz, kao i do sada, najsnazniju podrsku
svog naroda i svih progresivnih ljudi u svetu.

Sta poslovnik Haskog suda kaze o Milosevicevom srcu


Slabljenje srcanog misica, koje nastaje usled nedovoljnog
snabdevanja srca krvlju, a sto je jedna od stavki u dijagnozi bolesti
Slobodana Milosevica, retko se javlja kao primarno oboljenje srca.
U vecini slucajeva ono se javlja kao posledica neke druge bolesti.
Ukoliko se ne leci, posledice mogu biti fatalne.

Srce bivseg jugoslovenskog predsednika Slobodana Milosevica
pumpa sve manje krvi u njegov organizam i lekari upozoravaju
da, ukoliko se odmah ne pocne sa lecenjem, posledice po
najcuvenijeg zatvorenika Tribunala Ujedinjenih nacija za ratne
zlocine pocinjene u bivsoj Jugoslaviji mogu biti fatalne.

Dijagnoza, bar prema onome sto je do sada objavljivano u
medijima, ima nekoliko stavki - slabost srcanog misica, uvecanje
leve srcane komore, hronicni zamor i visok pritisak - a sve to
povecava rizik od infarkta ili mozdanog udara.

Kakvo je pravo zdravstveno stanje Milosevica znaju, naravno,
samo Milosevic i njegovi lekari. Jedan od onih koji su ga
pregledali jeste i pukovnik dr Zdravko Mijailovic, nacelnik
Kardiologije na Vojno-medicinskoj akademiji, koji ga je u julu,
zajedno sa jos nekoliko stranih lekara, pregledao u Hagu. On,
medjutim, ne zeli da prica o tome, navodeci da ga na to obavezuju
cak tri zabrane.

- Prva proistice iz Hipokratove zakletve, a druga i treca dolaze iz
samog Tribunala, ali i od jugoslovenskih vlasti - kaze Mijailovic.

Uvecana komora

Slabljenje srcanog misica, koje nastaje usled nedovoljnog
snabdevanja srca krvlju obogacene kiseonikom, retko se javlja kao
primarno oboljenje srca. U vecini slucajeva ono se javlja kao
posledica neke druge bolesti.

- Najcesce nastaje kao posledica secerne bolesti ili kao posledica
arterioskleroze - objasnjava za Blic News doktor Vlastimir
Pantovic, specijalista interne medicine i kardiolog u Domu
zdravlja Vracar u Beogradu. - Moze da nastane i kao posledica
infarkta ili nekog drugog srcanog oboljenja.

Osim toga, Milosevicu je pritisak u jednom trenutku iznosio
240/140, sto je ogromno opterecenje za rad srca. U slucajevima
kada je krvni pritisak konstantno povecan, ili kada srce duze
vreme trpi posledicu nekog drugog oboljenja, ono aktivira
sopstveni sistem samoodbrane, povecavajuci svoju masu i snagu
do izvesnog trenutka, kako bi ceo organizam snabdevalo
dovoljnom kolicinom krvi.

Sve, medjutim, ima svoje granice, i u jednom momentu srcani
misic od preteranog naprezanja popusta, gubi snagu i srce se
povecava. U oslabljenom srcu ostaje sve vise krvi koje ono ne
moze da ispumpa u organizam, sto dovodi do zastoja u radu i
njegovog daljeg povecavanja.

Upravo se to i dogodilo kod Milosevica, cija je leva srcana
komora, iz koje se krv, prethodno prociscena i u plucima
obogacena kiseonikom, preko aorte salje u krvotok, uvecana.

- Uvecana srcana komora ne moze svu krv da ubacuje u krvotok,
sto dovodi do zastoja srca i do jos veceg slabljenja srcanog misica.
Dolazi do zastoja tecnosti, najpre u plucima, pa i u celom
organizmu. To i dovodi do velikih otoka, nemogucnosti kretanja,
a svaki, pa i najmanji pokret dovodi do gusenja i otezanog disanja
- naglasava doktor Pantovic.

Kao posledica svega javlja se hronicni zamor, na koji, osim
fizickih tegoba, dodatno uticu i specificne okolnosti u kojima se
Milosevic nalazi i izuzetni mentalni napori kojima je izlozen. U
takvim okolnostima, covek ne moze imati normalne ni fizicke ni
intelektualne funkcije i slabi mu koncentracija.

Mirovanje

Ukoliko se ne podvrgne lecenju, Milosevicu zbog samog slabljenja
srcanog misica preti ozbiljna opasnost od infarkta. Visoki krvni
pritisak povecava taj rizik. Posebno veliko opterecenje trpe krvni
sudovi, tako da vrlo brzo moze doci do mozdanog infarkta,
odnosno do izlivanja krvi u mozak, kao posledice zacepljenja
nekog od mozdanih krvnih sudova.

- Srce ima tri velika krvna suda koji ga snabdevaju krvlju.
Zacepljenje bilo kog od njih dovodi do infarkta srcanog misica,
koji moze da dovede ili do poremecaja u radu srca ili do trenutne
smrti - kaze doktor Pantovic.

Lecenje oslabljenog srcanog misica zahtevalo bi potpuno fizicko
ali i psihicko mirovanje, do kompletnog oporavka. Pre toga bi,
medjutim, trebalo leciti i bolesti koje su dovele do slabljenja srca,
kao sto su, recimo, secerna bolest ili povecani krvni pritisak, koje
zahtevaju dosta provedenog vremena na svezem vazduhu, uz
umerenu, ali permanentnu fizicku aktivnost, i uz odgovarajucu
dijetalnu ishranu.

Primenjeno na Milosevicev slucaj, to bi znacilo neodlozno
prekidanje sudjenja, kako bi se redukovali mentalni napori i hitno
premestanje na bolnicko lecenje van Sheveningena, da bi nestala
psihicka presija nastala usled samog boravka u zatvoru.

Takvu odluku, medjutim, moze da donese samo sudsko vece, a
posle preporuke lekarskog konzilijuma koji bi bio angazovan na
osnovu odluke samog veca. Do sada se to nije dogodilo, iako je u
vise navrata sudjenje bivsem jugoslovenskom predsedniku
prekidano zbog njegovog visokog pritiska i srcanih tegoba.

Tuzilastvo sa Karlom del Ponte na celu ostro se protivi ideji o
prekidanju sudjenja Milosevicu.

Principi

Bogoljub Bjelica, covek koga je Milosevic zaduzio da vodi
Socijalisticku partiju Srbije u njegovom odsustvu, tvrdi da je
zadrzavanje nekadasnjeg celnika SPS u Hagu ,,deo torture nad
njim, kako bi se onemogucilo dokazivanje istine".

- Cuo sam se sa predsednikom Milosevicem u petak, a nedavno
sam ga i posetio. Izgleda dobro, ne zali se, nerado prica o svom
zdravlju - kaze Bjelica.

U Nacionalnom komitetu za odbranu Milosevica ,,Sloboda",
prema Bjelicinim recima, planirali su i da posetu Beogradu
generalnog sekretara UN Kofija Anana iskoriste kako bi mu
predali zahtev da se Slobodanu Milosevicu omoguci vanzatvorsko
lecenje, ,,dok mu se ne sanira zdravstveno stanje, kako bi mogao
ravnopravo da vodi borbu za istinu".

Bjelica, medjutim, sumnja u svrsishodnost takvog postupka.

- Postoji li uopste razlika izmedju inkvizicije i Haskog tribunala
- primecuje Bjelica.

Nadu u privremeno pustanje njegovog lidera na lecenje, pa cak i
u mogucnost da se brani sa slobode, ipak ne gubi. O posledicama
tog cina na politicka zbivanja u Srbiji ne razmislja.

- Znam samo da bi to ohrabrilo sve postene gradjane u zemlji,
pokazalo bi da u medjunarodnoj zajednici nisu pogazeni svi eticki
principi i dalo bi impuls pravoj demokratiji - uzbudjeno prica
Bjelica.

Zdravstveno stanje okrivljenog u svetu uvek predstavlja jedan od
znacajnijih faktora u svakom sudskom procesu. Ukoliko lekarski
konzilijum utvrdi da je zdravlje okrivljenog toliko ugrozeno, da
mu cak preti i smrt, sudjenje se prekida bez obzira na sve, a on se
upucuje na lecenje u mesto koje preporuce lekari.

S druge strane, uobicajena je i praksa da mu, ukoliko je okrivljeni
toliko loseg zdravlja, bude dodeljen i branilac po sluzbenoj
duznosti, cak i ako se on tome protivi. Sa liste raspolozivih
advokata, sud jednostavno odabere jednog ili vise njih koji bi
prihvatili tu duznost.

Pravila

Specificnost Haskog tribunala je, medjutim, u tome sto do sada
nije imao pravila o tome, sto ne znaci da ih nece i uvesti.
Tribunal UN, naime, po praksi preuzetoj iz anglosaksonskog
prava, moze da menja procesna pravila, cak i u toku samog
postupka.

- Mislim da ce tesko moci da nametnu branioca Milosevicu, ali
Tribunal sam moze da promeni svoj poslovnik i verovatno ce to i
da ucini - ocenjuje za Blic News Vojin Dimitrijevic, profesor
medjunarodnog prava.

Ali cak i u situaciji da sud uvede obaveznu odbranu, pitanje je
kako bi Milosevica mogli da nateraju da saradjuje sa nametnutim
advokatom. Pred Tribunal bi to samo izbacilo jos jedan problem
koji bi, verovatno, ponovo morao da bude resavan izmenom
procesnih pravila po kojima sud radi. Prema Dimitrijevicevom
misljenju, sud bi mogao da proceni kako advokat moze da uradi
neke stvari, a neke ne moze.

Branislav Tapuskovic, jedan od dvojice prijatelja suda u procesu
protiv Milosevica, medjutim, pocetkom nedelje izjavio je kako u
clanu 21. Statuta Tribunala pise da se optuzenom ne moze suditi
u odsustvu, sto bi bivsi jugoslovenski predsednik mogao da
iskoristi i da odbije da se pojavi u sudnici zajedno sa advokatom
koji bi mu bio odredjen.

Moguce je, medjutim, i da okrivljeni nastavi sam da se brani, ali i
da advokat ima autonomno pravo da ucestvuje u njegovoj
odbrani, ali tako da mu ne nanosi stetu. Okrivljeni bi, u
suprotnom, od suda mogao da trazi razresenje dodeljenog mu
branioca, uz obrazlozenje da ovaj ne radi u njegovu korist.
Konacna rec bi, ipak, bila na sudskom vecu koje bi procenjivalo
da li branilac radi kako treba ili ne.

Konacno, varijanta o kojoj malo ko govori jeste da Milosevic
bude upucen na lecenje van zatvora, cak i uz privremeno pustanje
na slobodu. O tome su sudu svoje misljenje dali i prijatelji suda
Stiven Kej i Branislav Tapuskovic, koji su naveli da bi sudjenje
trebalo prekinuti ukoliko se pokaze da Milosevic nije u stanju da
ucestvuje u procesu bez nanosenja ozbiljne stete svom zdravlju.
Prema njihovom misljenju, trebalo bi razmisliti i o privremenom
pustanju bivseg jugoslovenskog predsednika iz pritvora kako bi se
lecio van zatvora, ukoliko lekari smatraju da su uslovi pritvora
faktor koji doprinosi pogorsanju njegovog zdravlja.

Publicitet

Politicki analiticar Ognjen Pribicevic, medjutim, smatra da je
tako nesto gotovo nemoguce, te da bi, ukoliko bi i bio pusten iz
pritvora, Milosevic bio prebacen u neku od holandskih bolnica, a
ne na, recimo, VMA u Beogradu.

- Cela stvar je tako postavljena, takvo je misljenje u svetu, da
Milosevic, zbog tezine optuzbi, ne bi mogao da bude pusten da se
brani sa slobode - objasnjava Pribicevic.

Ukoliko bi se, ipak, nekim slucajem dogodilo da u narednih
desetak dana, kada bi Tribunal prema najavama trebalo da se
izjasni o ovome, Milosevic bude pusten na lecenje i vrati se u
zemlju, prema Pribicevicevom misljenju to ne bi izazvalo gotovo
nikakvu paznju javnosti, niti bi dovelo do bitnih pomeranja na
politickoj sceni.

- To bi bila glavna vest dva-tri dana i posle ga vise niko ne bi
pominjao - misli Pribicevic.

Sudsko vece kojim predsedava britanski sudija Ricard Mej nalazi
se pred velikim problemom. Ukoliko se Milosevicevo zdravstveno
stanje ne popravi, sudjenje ce sve cesce biti prekidano, sto moze
dovesti da ono potraje mnogo duze od planirane dve godine. U
najgorem slucaju, moze im se dogoditi da Milosevic cak i umre u
sudnici, sto bi, naravno, zabelezile i televizijske kamere. Nije
potrebno ni pominjati kakav bi to kult stvorilo kod svih njegovih,
i dalje brojnih, poklonika.

Ako mu odrede branioca po sluzbenoj duznosti, kojeg Milosevic
ne zeli i s kojim ne bi zeleo da saradjuje, mogli bi da ugroze
regularnost sudjenja, a Milosevic bi ponovo mogao da poentira
pricom o politickom sudu stvorenom da sudi samo njemu, a preko
njega i srpskom narodu. Cak i ako ga puste na lecenje i da se bar
privremeno brani sa slobode, bivsi jugoslovenski predsednik
mogao bi da izigrava mucenika kojeg samo zbog teske bolesti na
odredjeno vreme pustaju iz kaveza.

Kako god da se okrene, izgleda kao da ce, bez obzira na ishod
sudjenja, najveci dobitnik biti sam Milosevic kojeg, od pocetka
procesa, mnogo vise od presude interesuje publicitet.
