What Would Possess N. Korea to Want to Develop Nuclear Weapons?

According to the U.S. Administration, North Korea admitted to White House officials that it had been developing nuclear weapons since the late 1990s. If the White House is telling the truth, and that is a big if, it might help to speculate as to what happened in the late 1990s that could motivate North Korea to peruse a nuclear weapons program.

Pyongyang blasts NATO for Yugo bombings, backs Belgrade

PYONGYANG, April 8 - North Korean Foreign Minister Paek Man Sun has slammed NATO for bombing Yugoslavia and expressed full support for Belgrade, the Korean Central News Agency reported on Thursday.

NATO's air strikes are a breach of international law and the U. N. Charter and pose a serious threat to peace in the Balkans and the entire world, Paek said in a message to Yugoslav Foreign Minister Zivadin Jovanovic.

The Kosovo problem is Yugoslavia's internal affair and must be solved by peaceful means through talks based on respect for the country's sovereignty and territorial integrity, the message said.

Moscow, Pyongyang 'very close' on NATO aggression

 PYONGYANG, April 7 - "The positions of Moscow and Pyongyang with regard to the NATO aggressive actions against Yugoslavia are very close," Russian Ambassador to North Korea Valery Denisov told Itar-Tass at a press conference in the Russian Embassy in Pyongyang on Wednesday.

The Ambassador said the two countries discussed the subject during Russian deputy Foreign Minister Grigory Karasin's recent visit to Pyongyang. According to Ambassador Valery Denisov, the two countries are now maintaining very close contacts on the Kosovo issue along diplomatic channels.

The Ministry of Foreign Affairs of the Korean People's Democratic Republic has already condemned resolutely NATO airstrikes against Yugoslavia, the Russian Ambassador noted.

Moscow and Pyongyang are also at one in their negative attitude to the regional ABM programme sponsored by Washington and Tokyo. "We think that the creation of such a system will not consolidate stability in this region," the Russian Ambassador said.

Concerning the quadrilateral talks on the Korean settlement with the participation of North and South Korea, China and the United States, Valery Denisov said Russia wished them success. Along with that he expressed Moscow's interest in a wider format for these talks.

Pyongyang urges diplomatic solution to Kosovo problem

PYONGYANG, March 26 - The use of NATO forces against Yugoslavia is violation of international law and of the United Nations Charter and defiance to peace and security in the Balkan region. NATO must end illegal military operations against Yugoslavia, said a spokesman for the North Korean Foreign Ministry on Friday.

North Korea urges NATO to stop air strikes at Yugoslavia and notes that the Kosovo problem is an internal affair which cannot be settled through outside interference and use of force, the spokesman said. He said Pyongyang is for a political solution of the crisis.

N. Korea cautions against military solution to Kosovo issue

PYONGYANG, March 4 - The Democratic People's Republic of Korea (DPRK) has urged the world community to prevent any attempts on the part of the United States to settle the Kosovo problem militarily.

A North Korean Foreign Ministry official pointed out in the press on Thursday that "the Kosovo issue becomes increasingly acute and complex owing to attempts at interference and military pressure by the United States and Western countries which intend to establish their main influence and strengthen the role of NATO in the Balkans". The North Korean diplomat said that during the peace talks at Rambouillet the Yugoslav side and representatives of the Kosovo ethnic Albanians approved, in the main, a political document concerning an interim peaceful option suggested by the group of six countries, including Russia. As a result, the Kosovo crisis "surmounted yet another difficult peak", he pointed out.

However, the U. S. seeks by any means to deploy NATO armed forces in Kosovo, which is being objected to by the most deeply concerned country -- Yugoslavia. This is why the issue remains the point of confrontation, the North Korean Foreign Ministry official emphasized.

The DPRK believes that the Kosovo problem in any event is an internal affair of Yugoslavia. Therefore, it should be settled on just and peaceful principles, on the basis of respect for the sovereignty and territorial integrity of the Yugoslav federation, the Foreign Ministry official stated.

dprk association denounces nato attack on chinese embassy

 pyongyang, may 12; ITEM NO: 0512214 - the central committee of the korea-china friendship association issued a statement wednesday, denouncing the u.s.-led nato for its attack on the chinese embassy in belgrade, reported the korea central news agency (kcna). the nato attack is not only an open encroachment on the chinese sovereignty and a grave provocation against the chinese people but also a wanton violation of the norms governing international relations including the vienna convention on diplomatic relations, said a statement of the association of the democratic people's republic of korea. the association expressed indignation and condemned the criminal air raid. it also mourned the dead and sent deep condolences to the bereaved families and regards to the injured people. a missile attack on a diplomatic mission representing a sovereign state is unprecedented in the diplomatic history of the world and the criminals should be punished, said the statement. the united states and nato should bear full responsibility for their unpardonable crime and stop such brutal air raids at once. the association warned if the u.s.-led nato continues criminal aggressive acts in yugoslavia in defiance of the protests and condemnation worldwide, it will face final failure and destruction.

"we, together with peace-loving people all over the world, strongly denounce the outrageous bombing of the u.s. and nato against the present international relations tending toward independence and peace, and express solidarity with the measures taken by the chinese government and people in protest against it," the statement said. the missile attack shows that "the united states and nato, much satisfied with their bomb policy, are recklessly and arrogantly applying the strong-arm and arbitrary policies to big countries as well as small nations regardless of the international law and elementary common knowledge." "there is no one who will believe that the united states, boasting of intelligence network and precision bombing technology, so frequently repeat similar mistakes in a systematic way. chinese students in dprk protest against nato brutality

pyongyang, may 9; ITEM NO: 0509171 - chinese students in the democratic people's republic of korea (dprk) gathered outside u.s. embassy here sunday to protest against the u.s.-led nato's missile attack on the chinese embassy in belgrade. in a statement in the name of all chinese students in the dprk, the protesters expressed the strongest indignation and condemnation over nato's missile strike on the chinese embassy and lodged the strongest protest against the attack. voicing their firm support to the solemn statement of the chinese government, all the students urged the united states to immediately stop bombing yugoslavia and bear all responsibilities of its barbaric act on the chinese embassy. they pledged to strengthen their sense of responsibility and work and study hard for the sake of building a stronger china.

wearing white flowers, the protesters expressed deep mourning to the chinese killed in the nato's strike. the nato attack at midnight friday killed at least three, injured more than 20 and destroyed the embassy buildings.


EQUALITY AND NON-INTERFERENCE VERSUS DOMINATION

Allow me, to begin with, to express my deep appreciation and gratitude to esteemed Comrade Slobodan Milosevic and to the Main Committee of the Socialist Party of Serbia for making painstaking efforts to ensure successful proceedings of the 4th Congress of the Party and the present joint gathering and for being kind enough to invite and extend warm hospitality to our party delegation.

Let me also extend, on behalf of my delegation, militant greetings to all fellow delegates of political parties participating in this meeting.

Dear comrades,

Today in the international arena a fierce struggle is going on between the independent forces and the dominationist forces and between the revolutionary forces and counter - revolutionary forces.

The 1990 's were not a period of peace but a period of war and disputes. In retrospect, the 1990's stood a witness to disputes and internal conflicts in various parts of the world including the Golf War, the conflict in Bosnia and Herzegovina, the Kosovo crises and internal conflicts in Somalia and Angola. Even at this point in time a tragic situation is taking shape in many parts of the world.

All these disputes and internal conflicts can be put down to the moves on the part of the imperialistic and dominationists including the US.

The US imperialists, in particular, claiming themselves as the "only superpower", are highhandedly and arbitrary, openly interfering in the internal affairs of other countries and in the regional disputes on the false pretences of so called "peace" and “humanitarianism". They are now even utterly neglecting the UN Charter and international treaties and norms in pursuance of their domination.

The Kosovo crisis is a clear instance of this. The United States began to involve itself in the Kosovo problem under the cloak of so called "peaceful co-ordination" and in the long run it committed remorseless bombardment against Yugoslavia, a sovereign state, mobilizing the NATO forces. This stemmed in its entirety from, the dominationist attempt of the US to establish a military upper hand in this region. The people and armed forces of Yugoslavia, determined to defend to the end the sovereignty of the country, turned out valiantly in a sacred war against the aggression of the US-led NATO forces and fully demonstrated to the rest of the world their indefatigable will and heroic stamina.

Our Party and Government spared nothing in offering support to the right cause of the Yugoslav people to safeguard the country's sovereignty and territorial integrity. The hallmark of dominationism is to violate the independence of other country and oppress and control its people.

Our great leader Comrade Kim Jong Il had this to say "Though the imperialists and reactionaries are persistent in their moves to realize their dominationist ambition curbing the independent desire and struggle of the world progressive people, no force can turn back the mainstream of our times in the direction of independence".

What is important in the struggle against dominationism is to be deeply committed to the principles of respecting sovereignty and equality and non-interference in state relations. Although there are big and small countries in the world there should not be senior and junior countries and even if there are differences in the level of development between the nations, that does not mean there exist nations dominating others or being dominated by others.

In international relations all countries are entitled to equal status and rights.

Proceeding from this standpoint the world revolutionary people are unfolding struggle to tear down the old and unfair international order fabricated by the imperialists and dominationists and set up a new international order premised upon the principles of equality and non-interference. They are putting up a drive to oppose the US moves for "globalization" designed to Americanize the politics, economy and culture of the world reducing everything to be its slaves.

Given the present-day situation when the masses have become masters of the world, once the world revolutionary people turn out in unity against the dominationist forces including the US imperialists, the common aspirations of the world people to build a new, free and peaceful world devoid of domination and subjugation and aggression and war are sure to come true in the new century.

Dear Comrades,

Our Party and Government have all along endeavored to vigorously advance the cause of independence and socialism of the popular masses frustrating the dominationist moves of the imperialist and reactionaries. Today our Party, army and people, under the unique leadership in revolution of the great leader Comrade Kim Jong II, are waging a powerful struggle to smash every move of the imperialists combined forces led by the US imperialists to isolate and struggle our country, firmly defend our socialism while building a powerful nation and to bring about the country's reunification.

The army-first politics of Comrade Kim Jong II is based on a revolutionary philosophy that army equals party, people and state. It is a unique mode of politics whereby all problems in the revolution and construction are resolved on the principle of giving priority to the army and cause of socialism is pushed forward with the army as the mainstay of revolution.

It is thanks to his revolutionary leadership that we are able to achieve one victory after another in the confrontation with imperialism.

The reunification of our country is the most pressing task of our nation, which allows not a moment's delay. The issue of reunifying our country is in essence a matter of terminating the domination and interference of the outside forces and restoring national sovereignty on a nation-wide scale. The occupation of South Korea by the US imperialists is the main stumbling block of the country's reunification and a root cause of the division and all misfortunes of our people. Therefore the fundamental stand invariably maintained by our party and Government in the struggle for the reunification of the country is to realize the reunification independently by the Korean people themselves without outside interference.

The great leader Comrade Kim Jong Il crystallized the Juche-oriented lines and policies for the reunification advanced by the great leader Kim Il Sung in his life time as the Three Charter for the reunification and put forward the 5-point policy to achieve the independent and peaceful reunification by the great unity of the nation.

Upholding the reunification policy set forth by the great leader Comrade Kim Jong Il, the entire nation-the North, South and overseas- is turning out in unity in the struggle to reunify our country frustrating the obstructive moves of the smallest elements within and without, and as a result a favorable phase for the reunification of the country is being made.

I would like to seize this opportunity to thank to the Socialist Party of Serbia and to all representatives of the progressive political parties for sending invariable support and solidarity to the cause of socialism and reunification of our people with a deep understanding and sympathy.

Under the wise leadership of the great leader Comrade Kim Jong Il, General Secretary of our party, our party will as in the past firmly maintain anti-imperialist, independent and socialist principle. Our party will strengthen in an all-round way the international solidarity; co-operation and joint action with the world progressive political parties and peoples in the struggle to build an independent world against imperialism and dominationism.
